Recommended adjustments to the budget include: Provide $5.5 million to support new and existing
technology initiatives, including a statewide warrant repository, electronic filing for civil cases, an
electronic traffic court, and an electronic payment system for court fees.
That $5.5 million would go much further if they partnered with a 3rd party provider for electronic filing for civil cases.
Here is the House Bill that originated the appropriation: http://www.ncleg.net/Sessions/2005/Bills/House/HTML/H633v0.html
The Superior and District Courts of North Carolina would create a method by which attorneys could filed their pleadings and other documents electronically in a bill filed by Rep. Joe Tolson, D-Edgecombe, on behalf of the Administrative Office of the Courts. The appellate courts already have an electronic filing system.
