"The court's Rules and Practice Committee decided to revise The Red Book because it had not been updated since 1981. During those 23 years, plenty of the rules and procedures surrounding the practice had significantly changed. Even though the Orphans' Court has the reputation of being steeped in antiquity, it is soon going to be the most technologically advanced division (with e-filing of cases, for example) in the county and probably the state."
