State Courts and Administrative Office's of the Courts throughout the country struggle with how best to develop electronic filing in their respective location. My experience suggests that those involved in these type of discussions need to explore the following areas in depth before they make a decision on whether to Build, Buy or Partner:
1. Cost - direct and indirect; one-time and on-going
2. Security - hackers, viruses, confidentiality etc
3. Adoption/Ease-of-Use - "What if you build it and no one uses it?"
4. Sales/Support/Marketing - "How does a user find out about it; register for it; get trained to use it; and get help at 11:30PM?"
5. Future Considerations - "Will you be ready for the next version of eFiling...?"
