DAYTON, Ohio--(BUSINESS WIRE)--March 24, 2005--LexisNexis a leading provider of legal, news and business information services, today announced that Dr. J. Michael Greenwood, one of the key architects of the U.S. Federal Courts' e-filing system, known as "CM/ECF" and the Public Access to Court Electronic Records system known as "PACER" has agreed to serve as a senior advisor and consultant.
Greenwood, who has extensive knowledge of e-filing, electronic case management and electronic public access, will provide expertise on technology and market development for the group in charge of LexisNexis® File & Serve.
"Mike is one of only a handful of industry experts who have real-life experience in successfully developing and implementing large-scale e-filing and public access systems for the legal community," said Michele Vivona, chief operating officer of the LexisNexis electronic filing organization. "There are many respected advocates who can talk conceptually about e-filing, but Mike has actually done it."
The federal e-filing system launched in 1996 has achieved significant success. Over 153,000 lawyers have filed tens of millions of documents and docket entries through the system. Over 150 U.S. district and bankruptcy courts have implemented CM/ECF to date. Only LexisNexis File & Serve rivals CM/ECF in terms of the volume of transactions or number of users. LexisNexis File & Serve, launched over a decade ago, processes over six million filing and service documents annually and has over 50,000 lawyers, judges, clerks, and other legal professionals as registered users.
"Today we know definitively that electronic filing and service can dramatically improve court operations and give law firms a better way to manage litigation," Greenwood said. "I also have enormous respect for what LexisNexis has been able to accomplish with their electronic filing and service initiative, and I'm pleased to be able to lend my expertise."
Greenwood has over 30 years of experience as a strategist, project manager, analyst and developer, working with federal and state courts, government agencies and bars across the country to implement new technologies and business processes within the judiciary. He has held key positions in the Administrative Office of the U.S. Courts, and previously worked for the Federal Judicial Center, the National Center for State Courts, and the IBM Corporation.
He received his masters and doctorate degrees from Columbia University in personnel and industrial psychology and has a bachelor's from Union College in psychology.
LexisNexis has implemented e-filing and/or e-service projects statewide in Colorado and Delaware; and in individual court jurisdictions in Arizona, California, Connecticut, the District of Columbia, Florida, Georgia, Ohio, Iowa, Illinois, New Hampshire, New Jersey, New York, Massachusetts, Maryland, Minnesota, Michigan, Pennsylvania, Texas and Washington
